JOB SUMMARY:

The Project Manager Overhauls (PMOH) shall be responsible for the successful completion of overhauls and outages that are assigned. This typically includes overhauls in the coal-fired power stations, the overhauls at QE, the overhauls at Cory and the overhauls at Chinook. The PMOH shall also provide support on overhauls, as necessary, where they are not leading. Typically, the PMOH shall provide leadership for all overhauls, and will provide leadership on forced outages where the duration is expected to be 3 days or in duration or longer, as requested by the Plant Director in consultation with the Director of Field Services.

PMOH shall also fill the role of contract administrator or other related duties as need by their primary plant, as capacity permits. This may include, but not be limited to administration of contracts (GMC, scaffold, insulation, etc.), managerial position in maintenance or operations, or other short-term roles at the power station.

The PMOH is accountable for the overhaul and outage plans and is responsible for the integration of work during an overhaul or outage which may include maintenance work on first contingency equipment, inspections, capital work, testing or any number of activities that can only be completed during time when a unit is off line. They shall work closely with the Chief Engineer and Power Station Management to ensure understanding of scope, schedule and budget. They shall ensure that quality plans are developed for work that is to be executed in a timely manner. The PMOH shall prepare, and regularly revise short-term outage plans such that in the event of a forced outage on a particular unit, a well-developed plan exists that can be executed for 3-day duration and 7-day duration, or as requested by the applicable Director.

The PMOH shall be responsible to assemble, manage and maintain the overhaul plan for the assigned overhauls. The PMOH shall be responsible to prepare the budget, schedule and scope for the overhaul in coordination with the plant’s Production Support Manager, Operations as well as any project managers for capital work. The PMOH shall consult with Asset Management, plant operations, project leads and plant maintenance leads to establish the overhaul scope of work. Ultimately, the PMOH shall have the OH scope, budget and schedule approved by the Plant Director. The schedule shall also be approved by GCC and the final scope shall be shared with Asset Management.
The PMOH will not have any direct reporting staff, but for the purposes of the overhaul, the PMOH shall effectively have all staff responsible for various aspects of the overhaul reporting to them. The PMOH may oversee project staff, consultants and safety staff as necessary. Others may lead various aspects of the overhaul scope, but it is the responsibility of the PMOH to bring all significant overhaul activities together and ensure a cohesive, coordinated plan exists. The PMOH shall work closely with the Strategic Business Specialist to monitor and track the OMA and capital costs, schedules and scope for the overhaul. The PMOH shall lead and foster the continual improvement of overhaul management processes and procedures.

KEY ACCOUNTABILITIES:


  • Manage the scope, schedule cost, contracts and relationships between stakeholders of all assigned projects according to project specifications
  • Manage the project team and oversee integration, communications, quality, risk and procurement integration and strategies
  • Report on trends, variances and provide leadership to take corrective action when project(s) deviate from original plans and objectives
  • Manage project work load(s) by delegating responsibilities and authority to task managers and project team members
  • Prepare and submit project budget estimates and tender evaluations in alignment with departmental strategic plans and forecasting initiatives
  • Plan and prepare project schedules and milestones while monitoring progress against established schedules
  • Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors
  • Develop and implement appropriate quality, change management and communication strategies
  • Anticipate, assess and manage project risks during execution
  • Assess, develop and implement new technologies, standards, processes and methodologies
  • Collaborate with various stakeholders to ensure necessary and qualified personnel are assigned to projects
  • Represent SaskPower on matters both internal and external to the corporation
  • Prepare progress reports and issue progress schedules to clients, senior management and executive staff
  • Ensure project plans and tasks are implemented in accordance with applicable technical, environmental and safety regulations, policies and procedures
  • Provide and demonstrate leadership, team building and direction to project personnel including SaskPower and Contractor employees
  • Other related duties as assigned

KNOWLEDGE/SKILLS/ABILITIES:


  • Bachelor’s Degree or Diploma in a related field AND/OR;
  • Related professional designation(s) and/or certification(s) (PMP, Prince2)
  • Years of related experience
  • Ability to strategize, plan and organize
  • Excellent interpersonal, communication and negotiation skills
  • Results oriented thinker, with the ability to influence and manage complex and confidential projects/issues with sensitivity and professionalism
